There are exemptions for owners with less than 25% or who do not have substantial control. We have taken the position it is best to register all owners irrespective of their ownership percentage. For those who own less than 25% and claim not to have substantial control, we can set up a separate, hourly engagement to determine if the individual is exempt from filing.
